im going to take a guess that you guys have never been to an open house party or a party with a lot of people.
Look at this way. You're having a party down the street its pretty laid back and then someone else up the street (assuming ur not enemies with them) is also having a party and you both join together. Ends up being a lot of people there and then the police come and try to split everyone up BEFORE any rioting has taken place. All it takes is one person to throw something or say something and then everyone will rally together and riot. Not exactly something that isnt likely to happen when its teenagers under the influence of alcohol and or drugs.
The police told him to stay otherwise he would be in trouble. the others outside rioted.
