    (i) is clear, clean, untinted and flat over its entire surface, and
    (ii) has no reflective or other characteristics that would prevent the successful operation of a device approved for use under a law relating to the detection of traffic offences

      IMO - a "cover" is not paint, a "cover" is an object that you afix to another object via a fastening system...

      in the context it is NOUN, this is backed up by the use of "its" surface whern refering to the "cover"...
      i.e. the cover is a separate and distinct removable object.

      unlike a clear "coating" which actually becomes part of the plate...

          I reckon if you take it to court and they look at your plates... you better have a damn good reason why you put clear coat on it with something to back it up, otherwise I reckon you'd be done for...

            i think honestly this thread should be deleted. I am pretty sure if i was a cop i wouldnt take to this thread too lightly

                    Maybe it's just me, but I rarely see Police on the road these days. So even if you blocked your plate chances of getting caught are not that high.

                    I drove from Melboune to Sydney with no plates, had 3 police cars pass me and not one of them pulled me over.

                          i've notice within these last passed months police presence on the roads in sydney has stepped up heaps.

                                Im pretty sure " no reflective or other characteristics" ends all discussion as to whether it is legal or not. Its illegal
