the fitment of a Mugen intake is not *simply* a modification of the "air cleaner" and "filter element" - it is vastly more complicated.
it involves the disconnection, alteration and removal of significant parts of the car (as it was "originally specified" by the manufacturer)
plus, according to 1.7, in the fitment of nominated parts (i.e. new air cleaner and filter element) the modification is strictly limited to the alteration of the nominated components themselves (besides by the drilling of holes for supporting purposes.)

So re 1.7, this would be permitted as fredom is granted in 3.13 as only the specific component refered to is changed.

It's an honest policy system. At the end of the day, not declaring mods to win your class is against the spirit of it all. Only a very minority would even contemplate doing that.

The suction pipe from the air cleaner is not mentioned so must remain per 1.7.

This is not permitted as it is not expressly given a freedom.
You can port the manifold, but it still must meet 1.7
3.9 Inlet and exhaust manifolds and ports may be internally polished and
reshaped.

True. The description for "air cleaner" is the one I'm not sure about.
I haven't seen a Mugen intake up close but doesn't it remove the factory inlet pipe? This would make the intake illegal for 2B.
No, it retains the factory inlet pipe unless you so choose to change it.
As far as I know, Shifty's car retains the stock inlet pipe with associated stock fittings.
