Yes, it is a water to oil heat exchanger, it is on the back of the block between the block and the oil filter and has a couple of coolant hoses coming out of it. It acts to both pre-heat the oil when the engine is warming up and to cool the oil when the oil temperature exceeds the coolant temperature.

I like it because it is a simple robust design, and for light track use and performance street use it will be adequate. HERE is a post by Evatec () regarding the cooler and the effect he saw by upgrading just the radiator to maintain coolant temperatures at a lower level. The cooling system on my Integra is stock but if I upgraded something it would be the radiator to maintain a better coolant temperature and let the oil look after itself.

Do you track your car? If not, I wouldn't bother getting an aftermarket oil cooler.

Stock oil/water exchanger is sufficient. Dont bother with oil cooler, cold oil temps will do more harm to the engine.

Could be some kind of aftermarket sandwich plate for sensors? Take a pic.
