There is a major difference in the offence, a 30km/h over is not a "major speed offence" like a 45km/h over - the fine is also substantially different, as is the licence suspension period.
If you can afford to challenge it, do so. In many cases the police are wrong. It is your right to be able to contest the fine in court. Was it a HWP car that booked you? Does he have video evidence? Your solicitor can view the ICV footage from the HWP car and sometimes this will be shown to be in your favour. Were you travelling toward or away from the HWP car? Was he stationary or mobile? All of these factors are important.
