Painting confustion

Hey every one I've done some research on painting but no where i look seems to give me a straight answer on best way to paint a car ie back to bare metal or paint over the OEM paint..

few painters I've spoken to over the phone seem to think best adhesion is over the OEM paint what do you guys think ? is that true ?

Depends...
Some panel beaters will sand it back (not all of it) and spray on top of your old paint (after it's pre-filled and primed the area they sand)
Some will sand it all, then pre-fill then prime then paint..
Then some will strip it fully back...

All these options are ok if done CORRECTLY, stripping backing to bare metal is always the best option but the most cost consuming.
