Spoon calipers - ADR compliant?

Couple of quick questions in relation to these brakes:

1. Does anyone know if the Spoon calipers are ADR compliant?

2. If not, then for those who have them installed - where have you guys obtained your engineers certificate? (ie an Engineer who is familiar with and has approved these brakes previously).
