Wow, a DC5R without the optional A/C- that's rare.
Suggest looking at wreckers for the parts, however there would be a lot of parts to get.
Installation would be best given to a mechanic, and you will have to get a quote from them. I'm guessing it'll take about 5 hours to install? Then its about $100 - $150 to replenish the gas for the A/C.
Also, does your climate control unit have the A/C button in the middle of the dials? (lights up green when pressed)
I'm thinking you may need to consider if you need to change the climate control unit, so you have the A/C button.

Can't help you with the prices (no experience in buying any A/C components) and wreckers generally are too inconsistent with prices to give you an idea. Guessing, I'd say under $400 for all the parts.
Installation costs- I would get a quote from a mechanic since you'll be going there anyway.
In view of your car previously having air con, its best you work out what parts you need.
Can't tell you exactly what parts you need, because you don't even seem to know what parts are missing. It might even be that the air con is out of gas and you have all the parts already.
I suggest to look up the manual and get a blown up parts diagram of the entire air con system.
Cross reference to your car and tick off the diagram on what your car has and what you're missing.
Then, with the parts required, you can go off and buy the parts needed.
Don't see why the previous owner took out the A/C component - any ideas or do you have anymore information on what makes you believe they removed the unit?

This is why, if you look up next to the engine theres the pipes there with nothing attached, and yeah i dont even know what parts are missingaha

Making a general assumption, but the reason why the previous owner removed the hard steel line from the A/C compressor unit that runs across the top of the engine bay, is because you have an RBC intake manifold which sits in the path where the line runs along. (It connects to the open ended line that's located just right from the centre under the front tower strut brace)
Take the car to a mechanic and ask them if it is possible to fabricate up a hard line that runs from the A/C compressor to that opening. BTW, FYI - Your opening line is bent to the right, as they're normally pointing straight towards the front of the car. Could have been that it was previously installed but bent on an angle for it to fit?
Let us know what your mechanic quotes to fabricate the high pressure line that you're missing.
