Purpose is to advertise >>> Bing is better than Google

Have a look at their IP's, if they are similar, ban that range.

Once upon a time, it was easy to ban a range of IP's, from a certain country, in this case the states.

But in the modern era of today, countries have multiple range's, hence it's increasingly difficult.

Nonetheless, search google for, "U.S Spam IP Ranges". Block as many as possible.
