The 16" lip decals goes on the outter lip as shown. Regamaster EVO is the same wheel as the Spoon Sports SW388 which were made by Desmond. These wheels are forged and weight 5.44 KG / 12.0 lbs. each wheel.
OK, Cool, interesting. Perhaps the holes between the wheel bolts are only on 5-stud versions?

but the the spoons don't have the holes between the wheel nuts that the pictured rega's have?
(unless the red cars ones are not real regamasters?)
You are all right. Spoon are rebadged Desmond Regamaster EVOs, and they had a monopoly on that black finish in the SW388s, the normal EVOs were not available in that finish. The finish is actually anodized like many Volk wheels so it is a pretty unique looking finish compared to all the painted copies.
Regarding the holes between the spokes on the Regamasters above, the earlier wheels had the holes but the later ones termed "final version" by honda-tech kids didn't have the holes. I think this only applies to 15".
