Either you haven't read the ad, or you haven't read my question, or both.

I'm not asking whether it is registered, I am asking whether this car is able to be registered or not, i.e, other then some modifications that can be brought back to stock for example, can this shell be registered, or is there something prohibiting it from being registered?

There is nothing preventing the car from being registered. If it was returned back to stock, the car can be registered as a road going car. In saying this, I would not recommend it. It would be best left as a track car and raced.
